BACKGROUND

DefendDefenders (the East and Horn of Africa Human Rights Defenders Project) is the secretariat of East and Horn of Africa Human Rights Defenders Network, which represents thousands of members consisting of individual human rights defenders, human rights organisations, and national coalitions from eleven countries in the sub-region (Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia (and Somaliland), South Sudan, Sudan, Tanzania, and Uganda). DefendDefenders seeks to strengthen the work of human rights defenders by reducing their vulnerability to risks of persecution and by enhancing their capacity to effectively defend human rights. Job Role:

Provide technical and professional expertise in the development, review, documentation, and implementation of monitoring, evaluation, and learning systems for DefendDefenders.

Qualifications:

  • A Bachelor’s Degree in Demography, Statistics, Development Studies or Social Sciences;
  • A postgraduate Diploma in Monitoring and Evaluation will be an added advantage; and
  • Training in gender frameworks is desirable.

Experience:

  • A minimum of three (3) years of similar experience from a reputable organisation;
  • At least two years’ experience in developing and leading the implementation of MEL systems for CSOs and human rights; and
  • Demonstrated experience in using STATA, SPSS, Epi info, MIS.

  • Ability to transfer knowledge to diverse audiences through training and mentoring;
  • Good knowledge of principles and approaches to monitoring and evaluation for human rights programmes;
  • Excellent oral and written skills;
  • Programme design, planning and management; and
  • Excellent written and spoken command of English. Knowledge of French preferred.

Key Result Areas:

Duties and Responsibilities:

Monitoring and Evaluation

  • Develop M&E systems for the coordinated design, planning, management and monitoring of programmes;
  • Develop project specific M&E frameworks with clear objectives, outcomes and outputs, activities, and inputs aligned to DefendDefenders’ Strategy;
  • Develop and roll out annual monitoring and follow-up plans with different departments and programmes;
  • Monitor and follow up programme implementation, document key changes;
  • Develop appropriate M&E tools to collect data and measure progress across indicators;
  • Develop and periodically share the performance against indicators and targets;
  • Participate in generating baseline indicators, targets, and milestones.

Knowledge management and reporting

  • Contribute to the drafting of periodic M&E reports;
  • Support teams to improve on quality reporting;
  • Support staff to write quality stories of change to demonstrate impact;
  • Compile documentation for learning, accountability, reporting;
  • Organise and participate in programme reviews and evaluations;
  • Facilitate knowledge management sessions and practices;
  • Undertaking research on best practices and trends in M&E and making recommendations for their inclusion in current and future programmes and policies;

Planning

  • Support programme planning;
  • Translate work plans into Jira and track them;

Buildling capacity

  • Train staff and HRDs in results-based M&E and monitoring of KPIs;
  • Support staff to conduct Pre-post-training evaluations and the impact of the trainings;
  • Provide technical support to HRDs in M&E; and
  • Design, facilitate and coordinate recommended capacity building initiatives such as workshops and training programs, in order to facilitate a culture of results-based management.
